Pursuant to an investigation led by the Miami-Dade Sheriff’s Office (MDSO), Public Corruption Section (PCS), in collaboration with the Miami-Dade State Attorney's Office, Miami-Dade County Tax Collector’s Office and the Florida Highway Safety and Motor Vehicles, PCS detectives arrested Mr. Luis Vidal and Mr. Daniel Delgado.

According to detectives, Mr. Vidal of Millennium Traffic School Corp., and Mr. Delgado of Amigos Traffic School Inc., were suspected of fraudulently issuing qualifying certificates to students at their respective traffic schools.

PCS investigators conducted an operation confirming that Mr. Vidal knowingly and illegally certified an undercover deputy’s completion of the state required examinations, despite the deputy never taking them.

In a separate undercover operation, Mr. Delgado certified that an undercover deputy successfully completed the driving agility test, even though the operative committed several traffic violations that should have resulted in automatic disqualification.

As a result of the fraudulent certifications issued by Mr. Vidal and Mr. Delgado, the undercover operatives were ultimately able to obtain permanent Florida drivers’ licenses.

On Tuesday, July 28, 2026, PCS detectives took Mr. Vidal and Mr. Delgado into custody pursuant to arrest warrants detailing their participation in the coordinated scheme.

MDSO remains committed to protecting the integrity of the licensing process and ensuring that only qualified drivers earn the privilege to get behind the wheel.  Attempts to obtain a driver’s license through fraud or deception will not be tolerated, and those who try to circumvent the law will be investigated and held accountable.

“Driver licenses are not something to be bought, fabricated, or fraudulently obtained.  They are earned by demonstrating the knowledge and skills necessary to safely operate a vehicle on our roads. Those entrusted with administering this process have a responsibility to uphold its integrity.  When individuals abuse that responsibility for personal gain, they undermine public safety and will be held accountable.  There will be no shortcuts when it comes to the safety of our community.”
