Three Arrested in CDL Licensing Fraud Scheme
On Thursday, February 24, 2026, detectives from the Miami-Dade Sheriff’s Office (MDSO), Public Corruption Section (PCS), received information from the Miami-Dade County Office of the Inspector General (OIG) regarding the alleged fraudulent issuance of a Commercial Driver's License (CDL), to a Miami-Dade County Water and Sewer Department (WASD) employee.
During the joint investigation, PCS detectives and OIG investigators identified a second WASD employee, who had also allegedly obtained a CDL through fraudulent means. The investigation ultimately exposed that both employees, identified as Mr. Keith Jones and Mr. Matthew Howard, obtained their respective CDLs without completing the required examinations, credential verification, and supporting documentation.
According to investigators, the fraudulent scheme involved a clerk employed by the Miami-Dade County Tax Collector’s Office (MDCTCO), identified as Ms. Vanessa Roberts. Ms. Roberts allegedly sought financial compensation from Mr. Jones and Mr. Howard in exchange for improperly issuing their CDLs.
The investigation was conducted with the assistance and collaboration of the MDCTCO, the Florida Department of Highway Safety and Motor Vehicles (FLHSMV), and the Miami-Dade State Attorney’s Office.
As a result of the joint investigative efforts, PCS detectives obtained arrest warrants for Mr. Jones, Mr. Howard, and Ms. Roberts. All three subjects were taken into custody on Tuesday, August 25, 2026.
The Miami-Dade Sheriff’s Office remains committed to protecting the integrity of the commercial driver licensing process and ensuring that only qualified individuals earn the privilege of operating commercial motor vehicles. Attempts to obtain a CDL through fraud or deception will not be tolerated. Individuals who attempt to circumvent the law will be investigated and held accountable.
